The cards represent YES / NO decisions that each of the participants can make.  Each card has an owner. This is the persons who can actually make the decision. The cards have one side blank and the other side crossed out.  Which side of the card is displayed depends on what the owner of that card is saying he will do.  Here is an example of an option used in the workshop.
